PCSing to Vicenza, Italy? Inconvenience claims can compensate for vehicle shipment delays

VICENZA, Italy - Joining the Vicenza Military Community, as a Soldier or Department of the Army civilian, can be one of the most rewarding assignments you will have in your career. However, PCSing overseas is not without unique challenges, and shipping your vehicle can be one of them.

Currently, for a variety of logistical reasons, the government-contracted carrier, International Auto Logistics (IAL), is experiencing a spike in vehicle-shipment delays. However, if your vehicle fails to arrive by the required delivery date (RDD), you are entitled to reimbursement for reasonable rental car expenses.

"Unfortunately, these delays are affecting many of our new arrivals to the Vicenza community," said Capt. Scott McIntosh, Office of the Staff Judge Advocate, U.S. Army Africa. "Thankfully, an inconvenience claim can ease the pain of the delay by providing reimbursement for a rental car if your vehicle misses its required delivery date."

The method and type of reimbursement is different for service members and DA civilians, but both are eligible for it.

Service members are authorized reimbursement of up to $30 dollars per day for first seven days past their RDD, the initial reimbursement being paid by the local Finance Office. Any fees and expenses beyond the $30 per day cap are the responsibility of the Soldier. Once that week is up, the Soldier can file an inconvenience claim to receive reimbursement for the full cost of a standard or intermediate size rental car from IAL.

Through IAL, there is no $30 reimbursement limit. In addition to reimbursement for the cost of the rental vehicle, customers can receive reimbursement for loss/damage and liability insurance coverage on the rental vehicle; taxes and concession fees; charges for an infant or booster seat; and charges for one additional driver. Keep in mind that without prior approval from IAL, charges for a vehicle upgrade; satellite radio; GPS; luggage or bicycle racks; and fuel costs are not eligible for reimbursement.

Receipts must be submitted with any request for reimbursement.

The process is slightly different for DA civilians who have shipped a vehicle at government expense, as they can file an inconvenience claim with IAL the day after their RDD has passed.

IAL inconvenience claims should be submitted electronically to CLAIMS@ialpov.us using the form available at http://pcsmypov.com/documents/inconvenience_claim_form.pdf within two years of the vehicle's arrival.
