ECC's new commander is familiar face

REDSTONE ARSENAL, Ala.--The U.S. Army Expeditionary Contracting Command is getting a new commander.

Col. Michael D. Hoskin, confirmed by the U.S. Senate for promotion to brigadier general, will assume command on Aug. 1 during a 9 a.m. ceremony at the Army Materiel Command Parade Field.

"Mike is an excellent choice to lead the ECC," said Maj. Gen. Ted Harrison, commanding general, Army Contracting Command. "He's been a contracting support brigade commander and comes to us after being the director of Operational Contract Support and Services on the Joint Staff. He was heavily involved in Operational Contract Support Joint Exercise 14, serving as the Joint Staff proponent and helping to grow the exercise into a truly joint training event. He is intimately familiar with our mission and our people. He is tailor-made for this position."

Harrison also thanked Bryan Samson, ECC executive director, for his leadership since assuming that position in October.

"Bryan has done an excellent job leading ECC through some turbulent fiscal times and the command's transformation," Harrison said. "He took the reins and has kept the command operating at a high operations tempo in spite of budget cuts and force structure reductions. As a result of Bryan's leadership, Colonel Hoskin will assume command of a strong, highly effective organization."

Hoskin has more than 19 years experience in Department of Defense contracting. Prior to his assignment to the Joint Staff he was commander of ECC's 413th Contracting Support Brigade, Fort Shafter, Hawaii. He deployed three times to Southwest Asia in support of Operation Iraqi Freedom and six times to Southeast Asia to support Pacific missions. He has been a contingency contracting officer, program director, commander of two Defense Contract Management Agency organizations, budget officer, team leader investigating the Kuwait Contracting Command and senior contracting officer. He is Defense Acquisition Workforce Improvement Act level three certified in contracting and a graduate of the Advanced Program Manager Course.
