Colonel Jack Haefner is a native of Buffalo, New York. He was commissioned through the Reserve Officer Training Corps as a Second Lieutenant in the Corps of Engineers in 1991.

COL Haefner served in the following troop assignments: platoon leader, battalion adjutant, and company executive officer in the 27th Engineer Battalion (Combat)(Airborne), Ft Bragg, NC; battalion maintenance officer and battalion logistics officer in the 94th Engineer Battalion (Combat)(Heavy), Vilseck, Germany; company commander, 535th Engineer Company (Combat Support Equipment), Grafenwoehr, Germany; and battalion operations and executive officer for the 29th Engineer Battalion (Topographic), Ft Shafter, Hawaii.

COL Haefner also served as operations officer and instructor at The Defense Mapping School, National Imagery and Mapping Agency, Ft Belvoir, VA and as the U.S. Army, Pacific Geospatial-Intelligence Officer (G2), Ft Shafter, Hawaii.

COL Haefner commanded U.S. Army Garrison Fort A.P. Hill, VA. During his three years of command, he oversaw training rotations of over 300,000 warriors from all services and numerous agencies. He also oversaw garrison support to 50,000 Scouts and Scouters, and 100,000 visitors at the 2010 National Scout Jamboree.

Operational deployments include Operations UPHOLD DEMOCRACY (Haiti), JOINT ENDEAVOR (NATO IFOR Bosnia-Herzegovina), TASK FORCE HAWK (Albania), and JOINT GUARDIAN (Kosovo). COL Haefner is also a U.S. Army Master Parachutist with Japanese and Australian jump qualifications; he also holds the Pathfinder badge.

COL Haefner holds a Bachelor of Science in Geology from Northeastern University, Boston, Massachusetts; a Master of Science in Engineering Management from the University of Missouri, Rolla, Missouri; and a Master of Science in Strategic Studies from the U.S. Army War College. He is a graduate of the Engineer Officer Basic Course, Engineer Officer Advanced Course, Command and General Staff College, the Joint Forces Staff College, and the U.S. Army War College.

COL Haefner's personal interests include his family, photography, amateur radio (call sign NG2E in the USA; HL1/NG2E and HL9RBT in the ROK), the outdoors, reading, and hiking the Appalachian Trail. His wife, Toni, is an Army "brat" from Fayetteville, NC. Her interests are raising the children, home schooling, crafts, knitting and reading. His oldest daughter Cora, 13 years old, loves reading, art, and playing the piano. His son Lucas, 11 years old, loves to read, explore, play the violin, and program. His youngest daughter, Mary Therese, keeps her dad and mom young.
