Transportation

Transportation regarding to POV driving, post/inter-post bus service, AAFES and commercial taxi services, rail/subway and airline flight information.

It's generally possible for individuals or unofficial groups to conduct leisure travel quite easily throughout the ROK. Moving from place-to-place while on, off or between bases can be an interesting, educational and entertaining experience. It can also be frustrating and confusing. Your choices are many and possibly confusing--and the results of the decisions you make will largely determine how quickly you arrive at your destination. Destinations are limited only by your imagination--and a few official limitations. This area is your resource to making the right decisions and avoiding some of the more common mistakes. (NOTE: This area does not pertain to military movement, mobilization or mission-related transportation.)

The dispatchers are English-speaking, but the drivers may not be. Payment is accepted only in Korean currency and there is a 1,000-won fee per call, in addition to the fare. Customers may also flag down a taxi on post without the 1,000-won call fee. Patrons will receive a text message with the taxi's license number and estimated arrival time.

The taxis will have access onto Camp Humphreys only and NOT OSAN AIR BASE. A customer using the company to get to Osan would have to get out at the gate at Songtan.

Many of the drivers may initially be unfamiliar with Humphreys, so patience is urged as they learn the routes.

It is recommended that you do not take a taxi from Incheon Airport.

Driving Privately Owned Vehicles

As of August 1, 2007, Americans who have long-term visas may attempt to use their valid U.S. driver's license to obtain a Korean driver's license.

The following personnel (and their US State licensed dependents age 18 or older) are authorized to obtain a POV License after passing the local written exam:

Personnel in Command Sponsored status accompanied with family.

Personnel in a joint domicile status authorized a POV on their orders.

Member of the U.S. Armed Forces in the rank of Sergeant First Class (E-7) or above.

Department of the Army civilians in the grade of GS-5 or above and USFK technical representatives.

Invited contractors* who have SOFA privileges.

Personnel who have a letter of approval by the USAG-Humphreys Commander for exception to policy.

* - Invited contractors, their employees (including Koreans) and dependents of contractors who operate a POV in the Republic of Korea must first obtain a valid ROK Driver's License. These personnel must object a valid USFK Form 134 EK (POV License) to operate their POV on a U.S. military installation and in Korea. To obtain a ROK driver's license, you should have a valid U.S. State driver's licenses and a letter of employment from CPO for civilian employees only.

Driver Training, Testing and Licensing (USFK Drivers License)

Written Tests, Monday-Thursday: 9 a.m. (US). Friday: 9 a.m. (Korean Nationals & KATUSA Only)

Road Testing, Call for an appointment

All licenses, military and civilian (new and renewals), require two working days for processing of GOV license and can be picked up between 1 and 4 p.m. on the second day. For POV license, it can be picked up after 3 p.m. the same day the test was passed. Testing is conducted in Bldg. P-7325.

Testing Requirements

To get a GOV License:

1. Memorandum (Request for driver exam) signed by commander

2. Safety Certificate (The Army Accident Avoidance Course)

3. State Driver's License & ID Card

4. Certificate of Employment (DoD)

5. USFK Form 700-19A-R-E (TR, IC Civilians)

To get a POV License:

Newcomer's Orientation attendance is pre-condition for acquiring a USFK POV driver's license IAW U.S. Army Garrison Humphreys Policy #45 (Effective 8 June 2011).

All Command Sponsored service members including spouse & dependents, are eligible to apply for USFK driver's license with command sponsorship order IAW USFK Reg 190-1 dated 10 May 2012.

Non-Command Sponsored service members, E-6 and below, require approval from the first O-5 in their chain of command IAW USFK REG 190-1 dated 10 May 2012.

Joint domicile status service members authorized to ship a POV at government expense, regardless of grade, and their family members IAW USFK REG 190-1 dated 10 May 2012.

DA Civilians & family members (GS-5 and above)

• One copy of Letter of Employment

• Valid State Driver's License

• Invited contractor

• USFK Form 700-19A-E

• ROK Driver's license or international Driver license

• Technical Rep

• USFK Form 700-19A-E

Family members under the age of 18 years must provide a memorandum signed by their sponsor prior to being allowed to take the written test.

To get a motorcycle endorsement on an issued USFK Form 134EK, all personnel must have a valid motorcycle operator's license or motorcycle endorsement issued by the civil authorities of a country or by a U.S. state or territory of the United States. Additionally, military personnel must also show proof of completion of a motorcycle safety foundation (MSF) course or DUSD (I&E) endorsed, State-approved, curriculum for motorcycle operator's safety training.

Bus Drivers Training and Licensing Program

1. All supported units must submit a memorandum with candidates name to the USAG-Humphrey's TMP no later than five working days prior to the class start date. Memo must be signed by the unit commander. Class sizes are based upon the availability of instructors (5 students per 1 instructor). Personnel must meet the following requirements:

• Must have an original and valid DA Form 348 (Equipment Operator's Qualification Record), Winter Safety training annotated on both the license OF346 (US Government Motor Vehicle Operations Identification Card) and 348.

• Have at least one year experience in driving a 2 ton (FMTV) or above and must be annotated on the DA Form 348. A minimum of Six months remaining in ROK

• Must be 21 years of age or older. (USFK Regulation 190 -- 1) and be in the grade of E-5 or above.

• Must be able to operate a manual transmission.

• Student must be exempted from duties for the duration of the class.

2. Personnel who do not meet these requirements will not be accepted in the class. Class starts at 9 a.m. to 4:30 p.m., Monday to Friday, Bldg. P-7325, TMP. After the class begins no personnel will be accepted.

Learners Permit

USFK REG 190-1 (10 May 12)

Chapter 2 Licensing, 2-1 Licensing and Operating Requirements for POVs

Learner's Permit. USFK Area Commanders designated in USFK Reg 10-2 who operate a driver's testing facility may issue learner's permits. Learner's permits may be issued to family members (command and non-command sponsored, age 16 or over); persons subject to this regulation; and U.S. Embassy, JUSMAG-K, and Special United States Liaison Advisor Korea (SUSLAK) personnel. The following provisions must also be followed:

(1) Complete USFK written and vision tests.

(2) Show proof of completion of a U.S. State-approved or Installation/Garrison Commander-approved Driver's Education Course. For the purposes of learner's permits only, Driver's Education Courses do not have to include "hands-on" behind-the-wheel driving instruction and can be classroom-only based. Proof of completion of online courses offered by some States is also acceptable.

(3) Provide the sponsor's written approval and show proof that they are covered by the minimum required liability insurance.

(4) Bearers of a learner's permit are entitled to drive a motor vehicle only on a U.S. military installation/garrison and only during daylight hours. They must be accompanied by a USFK Form 134EK holder at all times. A USFK Form 134EK indicating the above restrictions and marked "Learner's Permit" will be used as the official document. A learner's permit will not authorize operation of a motorcycle/moped.

(5) Any person issued a learner's permit who violates any of the above restrictions shall have their learner's permit seized and their driving privileges suspended pending an administrative review of their driving privileges by the Area Commander who issued the permit.
