U.S. Army TRADOC Analysis Center (TRAC) analysts won the 2013 Department of the Army Dr. Wilbur B. Payne Award for Excellence in Analysis, Large Group Category, for TRAC's recently completed Aerial Reconnaissance and Surveillance (ARS) Mix study. The Wilbur Payne Award recognizes the best large- and small-group operations research analyses conducted in the previous twelve months by Army analysis organizations.

TRAC led the ARS Mix study to address highly sensitive and challenging Army Aerial ISR issues posed by the Vice Chief of Staff of the Army. The analysis identified the most cost-effective mixes of Army ISR systems to meet mission demands, underpinning resourcing decisions that affected billions of dollars.
