Continuum of Service (COS)

What is it?
The Army COS is the seamless movement of individuals across components that promotes the acquisition and maintenance of individuals with high-tech and/or critical skills. Army COC also encourages volunteerism and attracts, maintains, and leverages member experiences to enhance the Army's base of skills, knowledge, and professionalism while inspiring them to provide a lifetime of selfless service to the Nation.

What has the Army done?
Successful current COS-related initiatives and programs include:

  • Blue to Green transition of Air Force and Navy service members to the Army.
  • The 09L interpreter/translator program that transitions Soldiers from the Individual Ready Reserve to the Active Component and potentially to civil service.
  • The Army National Guard's (ARNG) Active First enlistment initiative, requiring service in the Active Component followed by incentivized return to the ARNG.
  • The U.S. Army Reserve public-private partnerships, programs that simultaneously recruit, train, and employ Soldiers for careers in both the Army and the private sector.

What continued efforts does the Army have planned for the future?
The Army is developing a web-based application to monitor and catalog all the COS-related opportunities in order to allow input and prioritization by Army leaders, Soldiers, and Department of the Army Civilians to more efficiently and effectively develop initiatives, policies, procedures, legislation, and allocation of resources.

Why is this important to the Army?
Army COS is important because it facilitates the ability to transfer an individual from one Service or Army component to another in a seamless, efficient manner that meets the needs of the Soldier and the readiness requirements for the Total Army. Maintaining critical Soldier skills, capabilities, and experience for current and future needs and maximizing the resources invested in Soldier accession, training, and retention across components is not only fiscally astute but sound military strategy.
