Broad Career Groups

What is it?
Broad Career Groups is part of the Army Leader Development Program (ALDP) that has evolved over time and provides Department of the Army (DA) Civilian with development opportunities. Broad Career Groups has established a professional and leader development framework for the 275,000 DA Civilians. The Army Civilian Training, Education, and Development System is the current professional development program that serves about 40 percent of DA Civilians. Broad Career Groups extends that general concept to the rest of the Civilian workforce; provides a broader group multifunctional development; and strengthens relationships with proponents in U.S. Army Training and Doctrine Command (TRADOC) Schools and Centers of Excellence.

What has the Army done?
From October to December 2007, the Office of the Assistant G-1 for Civilian Personnel brought together a "tiger team" of six civilian human resources professionals to design the Broad Career Group architecture. The team reviewed more than 700 Civilian job series in 59 Civilian Career Fields (CCF) to identify common competencies. The team then used the common competencies it identified to recommend consolidating the job series into 36 CCFs and 34 of the CCFs into 8 Broad Career Groups (with 2 CCFs configured separately).

During the summer of 2008, the G-1 staffed the Broad Career Groups initiative with the Army and held a series of three workshops to make refinements. In response to input from the workshops, the G-1 changed the focus of the Broad Career Groups from human resource management processes to Civilian Leader Development (CLD). The changes, referred to as the Broad Career Groups CLD Course of Action, were approved by the Commanding General of TRADOC, the supported commander directing the ALDP on October 22, 2008.

What continued efforts does the Army have planned for the future?
The Army G-1 will develop and publish interim changes to Army Regulations, work with the CCF to identify functional leaders, build training and development maps, and identify and designate proponents in conjunction with the TRADOC staff. Results will be staffed with all concerned.

Why is this important to the Army?
With the average age of its Civilian workforce around 47 years old, the Army has a trained and experienced Civilian workforce. Most Army Civilians will be eligible to retire in the next few years and replacing the retiring workers requires training and development on a large scale. Broad Career Groups Civilian Leader Development provides the framework for replacing the Army's retiring workers and will keep the Civilian Corps strong.
