LandWarNet and the Global Information Grid

What is it? The Global Information Grid (GIG) is the globally interconnected, end-to-end set of information capabilities, associated processes, and personnel for collecting, processing, storing, disseminating, and managing information on demand to warfighters, policy makers, and support personnel. The GIG includes all owned and leased communications and computing systems and services, software (including applications), data, security services, and other associated services necessary to achieve Information Superiority. It also includes National Security Systems as defined in section 5142 of the Clinger-Cohen Act/Title 40, Subtitle 3. The GIG supports all DOD, National Security, and related Intelligence Community functions in war and in peace.

LandWarNet is the Army’s portion of the GIG. A combination of infrastructure and services, it moves information through a seamless network and enables the management and use of warfighting and business information.

For strategic oversight, development of the LandWarNet has been divided into two strategic initiatives: Develop the LandWarNet Institutional Infrastructure spans the network, applications, and information technology (IT) processes that support the institutional Army. Develop LandWarNet Operational Capabilities includes network capabilities, applications, and processes that directly support the operating force.

What has the Army done? Army established the following which will be leveraged to continue efficiency and effectiveness improvement efforts: mission area and domain governance structure for IT investments; Lean Six Sigma and Information Systems Management Portfolio Management as key Business Transformation processes; and a strategic 500 Day Plan.  Specific IT capability milestones achieved in FY06 are outlined in the CIO/G-6 500-Day Plan update, October 2006 – http://www.army.mil/ciog6/news/500Day2006Update.pdf.

What efforts does the Army plan to continue in the future? To achieve LandWarNet capabilities, the Army’s Chief Information Officer (CIO/G-6) will provide the guidance, policy, oversight, and leadership for the efficient planning, implementation, operation, and sustainment of a global information infrastructure which provides seamless and secure interoperability, network services, and end-to-end connectivity. A key element of this is the development, equipping, and training of signal forces. The CIO/G-6 500-Day Plan update also outlines many of the various specific initiatives planned.

Why is this important to the Army? LandWarNet/GIG is a key enabler for information and decision superiority. It enables voice, video, and data to the edge of the tactical formations — with the goal to push these capabilities lower and lower into the Army Modular Force to Brigades, Battalions, Companies, and Soldiers. A robust LandWarNet will enable improved operational cycle times by supporting unprecedented levels of flexibility and agility for logistical support, actionable intelligence, and situational awareness across the full spectrum of conflict and support to natural disasters.

From a strategic perspective Army distinguishes Institutional Infrastructure, which is a key element of Army’s infrastructure strategy and LandWarNet Operational Capabilities, which supports the strategy to provide relevant and ready land power.

Figure 1 illustrates this split of the Information Infrastructure (Network and Business Applications) from the Operations (Battle Command) capabilities.

Develop the LandWarNet Institutional Infrastructure

What is it? The LandWarNet Institutional Infrastructure includes the LandWarNet Institutional (e.g. Business Mission Area) capabilities (to include processes, data, and systems), and the end-to-end Army network that enables and delivers LandWarNet Institutional and Operational capabilities.

OSD’s Mission Area and Domain governance structure will be used to develop the LandWarNet. The Enterprise Information Environment (EIE) Mission Area governs the LandWarNet Network. The EIE Mission Area Domains are: Computing Infrastructure, Communications, Core Enterprise Services, and Information Assurance. Domains within Business, Intelligence, and Warfighting Mission Areas lead development of their functional capabilities though development of supporting functional applications. Those capabilities may be Institutional or Operational.

What efforts does the Army plan to continue in the future? Development of the LandWarNet Institutional Infrastructure will be accomplished through a two-pronged effort:
I. Develop Institutional domain capabilities. Integrate policy, processes, and technology through initiation, validation, and enforcement of business process re-engineering. Support the transformation of institutional domain capabilities through integrated, data-centric solutions across the force. Streamlined, integrated processes will foster agile, adaptive organizations and free resources for investment in Warfighting capabilities.
II. Plan, develop, implement, operate and sustain the Army’s global information infrastructure to provide a seamless and secure network ensuring interoperability, network services, and end-to-end connectivity, as well as oversee the development, equipping, and training of signal forces. Integrated network architecture serves as the basis of ensuring connectivity and related interoperability. This architecture will be in synchronization with the Joint Staff J6 Campaign Plan and will be the Army portion of one virtual network that provides transport and services (e.g., core enterprise services) across the Joint force.

  1. Develop and Maintain a Secure, Seamless, Interdependent LandWarNet Network by Leading Development and Enforcing the Use of Integrated Enterprise Architecture
    1. Provide IT Infrastructure at Fixed Locations
      Acquire and upgrade common user voice, data, and imagery communications, computing/storage, and enterprise service delivery infrastructure.
    2. Lead Army’s Campaign for Bandwidth
      Lead the Army’s campaign for space and airborne to support LandWarNet by monitoring enterprise SATCOM status, development, issues, and planned and programmed upgrades; influencing program technologies/capabilities to meet emerging Army requirements; ensuring interoperability with Coalition forces and other Services; protecting the Army’s interests to ensure LandWarNet requirements are met; and monitoring and analyzing investments to ensure they are compliant with the Clinger-Cohen Act.
    3. Operate the Network
      Development and application of Enterprise Systems Management/Network Operations and supporting tools and capabilities.
  2. Lead Enterprise Integration to Achieve Decision Superiority by Transforming Processes, Applications, and Data into Network-Centric Capabilities Across the Army
    1. Establish Governance, to Include Compliance
      Army strategy to transform itself into a network-centric, knowledge-based force is an integral part of Army transformation. New policies, management structures, and strong leadership at all echelons are necessary to manage knowledge and Infostructure at the enterprise level.
    2. Manage IT Standards and Protocols
      Manage as an enterprise the insertion and use of information technology standards and protocols to ensure that Army programs, initiatives, and systems interoperate in a Joint net-centric environment.
    3. Provide Knowledge Sharing and Collaboration Tools
      Build knowledge sharing and collaboration into Army Processes; support Communities of Practice and Structured Professional Forums.
    4. Portfolio Management
      Implement sound capabilities-based IT investment decision-making to reduce stove-pipes and redundancies.
  3. Protect and Defend the Army’s Systems, Networks, and Information
    1. Vulnerability Reduction.
      Defend, protect, and manage the information infrastructure through a proactive information assurance (IA) policy, governance, and operations. This requires a defense-in-depth strategy using risk management principles and multi-level security mechanisms to protect the layers of the Army information systems, networks and data. Support the newly formed Department of the Army Inspector General IA Inspection Teams.

       

Develop LandWarNet Operational Capabilities

What is it? The LandWarNet Operational Capabilities include battlefield (e.g. Warfighting Mission Area) capabilities (to include processes, data, and systems). This includes network improvements that specifically support enhanced operational capabilities.

OSD’s Mission Area and Domain governance structure will be used to develop the LandWarNet. Domains within Business, Intelligence, and Warfighting Mission Areas lead development of their functional capabilities though development of supporting functional applications. Those capabilities may be Institutional or Operational.

What continued efforts does the Army have for the future? Develop Operational domain capabilities. Provide operational (i.e. Warfighting or battlefield) applications/capabilities that achieve battlefield decision superiority and accelerate execution. Provide network improvements specifically designed to support enhanced operational capability. Utilizing Institutional infrastructure, operational applications, improvement, and integration will provide enhanced (and future force) operational capabilities, such as: improved situational awareness, decision-making and operational cycle times.

  1. Enable Battle Command by Leveraging and Integrating Initiatives and Technologies to Deliver Information Superiority to the Warfighter Across the Entire Force
    1. Critical tasks to enable Battle Command are the specific Battle Command applications.
  2. Develop and Maintain a Secure, Seamless, Interdependent LandWarNet Network by Leading Development and Enforcing the use of Integrated Enterprise Architecture
    1. Provide Network to the Current Warfighter
      Provide the network to exchange voice, video and data throughout the tactical division into the sustaining base.
    2. Provide the Network to Enable the FCS
      Provide the network to enable the FCS concept to replace mass with superior information – to see and hit the enemy first, rather than rely on heavy armor to withstand an attack.
  3. Lead Enterprise Integration to Achieve Decision Superiority by Transforming [Institutional] Processes, Applications, and Data into Network-Centric Capabilities Across the Army
    1. Ensure Interoperability
      Ensure the interoperability of the information technology components of all U.S. Army Mission Areas across the enterprise network.
